Boat trailer titleing

I bought a boat & trailer from a guy in SC. Boat came with a title and I have that taken care of. The trailer is a factory built trailer with no title and no identification on it (VIN, GVWR, make, model, etc.) I do know that it is a Shorelandr brand but that's it.
How do I go about getting a tag for it in NC without currently having a title?
I've dealt with homebuilt trailers before but never a factory build trailer.
**I've called Raleigh and the local tag office, the phones go unanswered and I'd rather ask here than wait in line at the tag office over lunch break.

best i can figure so far is this.

you have to go and have a VIN# issued from the DMV, and then have a trailer place stamp the VIN into the axle and toungue of the trailer. Then you have to have a state trooper inspect the trailer, and sign a form saying it has been inspected. Then you go back to the DMV, and apply for a title, I think you can tag and register it as you are waiting for the title.

exactly what i did. you could probably knock it all out in one day if you hustled
 
Ok, that is identical to the procedure for a homemade trailer. I guess there is no difference.

I'm wondering if I'll have to have a bill of sale prior to them issueing a NCX # for the trailer.

um I tagged and titled my trailer for a sailboat. i never recieved a bill of sales for my trailer so when you apply for a NCX# they ask for a few different things. Since i didnt have bill of sale i said i built the trailer myself.

People told me if you say you built the trailer yourself, you won't have to deal with many problems

This is exactly what I did with a Florida boat trailer I bought last summer. Go to harbor frieght and pick up the 6.99 stamp set and bang away. The trooper that did my inspection just laughed at NC DMV the process and said "at least your trying to make it legal". With no VIN number there is no way to do a tiltle search or bond.
