Body Work - removing old material

trying to remove the old fenders and what not from my CJ-5; is my best bet going to be buying a spot weld cutter? I am trying to avoid spending the money. A grinding wheel was causing too much heat, I was worried about warping the body. What about an 80 grit flapper wheel?

Drill out the spot welds.
