Ron is basing his argument that JF is a licensed business man paying taxes on all the work he does and everything is on the up and up....

I mean really do you think this is true after admitting to everything else. Im betting he files as unemployed and doesn't file any of the mechanic work he does.
 
Even if he is not, or even if he should be, you can't knowingly falsify the titles regardless.

If he was a "business" then he should know and is at fault.

If he is not a business, given the volume he stated, he should be a business and thus should know and is at fault.

If he is not a business, he should still know the requirements (and the notary as well) and would still be at fault.

I'd bed a prosecutor would nail him either way.
