Brake pedal doesnt rebound

Hey Y'all. Ive got a new problem that just arose on my 1990 XJ. When I brake all seems normal, but the pedal does not come back up on its own and I have to end up using my other foot to bring it back up into position. It also feels that when it is still down there the brakes are somewhat engaged but not all the way.
For background purposes, if it helps:
1990 XJ with ~220,000 miles. 4.5 inch lift. 33x12.50's. Rear axle is swapped, now a Chrysler 8.25 with new drum brakes. Replaced them about a year and a half ago. Replaced my brake booster about 5 months ago.
I bled the brakes the same time I replaced the brake booster and was pretty sure I got all of the air out but I heard this could lend itself to my problem?
Also read somewhere that this could be caused by a problem with the master cylinder.
Any ideas? Suggestions? Tips? I hate taking my XJ to shops. I like to do everything myself if its possible.
Lemme know if I left anything out that could help.
 
Did you bleed the brakes just as a precaution when you changed the booster, or did you pull the master cylinder also? If you pulled the master cylinder off, did it go completely dry? If it did go completely dry, it should have been bench bled before you put it back on.
