So the rebar is drilled through the pole? If so, it’s to anchor the 6x6 into the concrete, much like Nelson studs on a steel post.
What size rebar? I’d think #5 or 6.
I’d make sure to pump out and keep that hole dry. Otherwise the water will soften the subgrade and could allow for some settling over time.
