Bums and safety vests

My wife and MIL were traveling around Durham the other weekend and saw all the panhandlers aka bums (or as my wife calls them hobos) wearing bright orange/green safety vests. Is this a requirement in Durham for bums?

In Winston, when you see a guy on the street corner looking for money.. the only difference between a bum and a guy selling newspapers... is an orange vest. :lol:

haha the guy that stands on the stratford-hanes mall blvd median selling newspapers is the happiest man alive. Hell, since he smiles all the time it makes me a bit happier.
 
I've noticed this too. There is a guy in one of those handicapped scooters who sits at the Alexander Dr. exit from the Durham Freeway all the time. Dude has a van with a nice enclosed trailer that he uses to tow his scooter to the freeway so he can ride up and down the exit ramp asking for change. You'll see his van parked somewhere on Alexander within 1/4 mile of the ramp if you look.
 
The guy on Stratford selling papers makes my day! Last winter it was snowing and windy enough to put eggs back in a chicken and he is out there a smiling and just dancing to stay warm! I went to the back entrance to VT (not open yet)and bought him a big coffee and gave it to him! I respect some one with dedication and the drive to want to work! More ambition than some, that's for sure!
 
I agree with that newspaper guy on Stratford! I was doing some field work down there for about a month back in December/January. That guy made my mornings, dancing around, waving to everyone.

Kind of makes you wonder if he goes home and beats his family though. One can only take so much happiness. :lol:

I wish the bums on the corners would go away. It just makes the area look bad. I especially hate the guy who sits at 540/Creenmoor in his wheelchair, but then pushes it up the hill to his nice car that he parks in the neighborhood halfway up the road.

i have no idea, but id imagine that they have to wear the vests to sell the news papers. seems like the news paper companys would make them wear the vests in case they got hit in order to avoid lawsuits or something. thats just speculation tho.
 
wow. how can they afford $20 if they can't panhandle?
