it is on the back of a 2000 suburban 2nd row seat back.

It would have been helpful to say that. I wasn't sure what you were asking for since you had a picture and I did not see anything missing, so I took a guess.

That is a "seat back cushion panel". You can search them online but it may be a crap shoot if GM sells them anymore since the truck is so old. There are different ones for the folding and non-folding seats, yours obviously are for the folding seats.
