He only turned on the amp when out in the sticks hunting. It still worked great w/o the amp on.

Yes and it is a $7000 fine to do so.

The cb you have does not have a way for you to tune. You can only tune the antenna, if you bought a tunable one. I have the same cb and a 4' fire stick, never tuned and works fine on the trail. If all you want to use it for is the trail then make sure the antenna is properly installed and roll with it. If you want to go all truck cb guy then tune it better....
