3 psi is about half-ish of what you need. But what you're describing sounds like the choke isn't adjusted properly. I assume it's an electric choke. Loosen the screws on the side of the choke spring housing, adjust it so the flap is open a tad and try again. Choke adjustments are a pain in the ass to get close, but once you get it right, it's fine.

EDIT: yes - a tad is an actual measurement. You can find it in the machinist's handbook between RCH and BCH.
 
You think a carb needs 6 psi ?
I never had to worry about them before.

Nothing with the meme. Was just a reaction about the 3 psi. But I’m reading just over 2 on your gauge. I’d have it running on 5.5 or so. I think your problem is choke. I was going to ask what size carb it was, but your next post answered that. The fuel pressure has nothing to do with the warm start-up issue.
