Computer HELP

When I try to click on a link rom one site to another one i get a red stop sign with a white hand in the midle of it. This just started how do I make it stop ?! I have turned off my pop up blocker+windows fire wall and that didnt help. I have peoplepc ( dial up ) widows xp and internet explorer.

go to IE tools

select Internet options

next click on the security tab

look for the slider and what setting it is on (high, med., low)
