Converting Carport To Bedroom

The problem is that electrical and HVAC work is also included, which would normally require an inspection. In Pitt County, I need an electrical inspection to change out a light fixture; I'm sure adding an entire room would require one with or without the bedroom and septic concerns.

You are changing the purpose of the room entirely from an outdoor space to an interior "living" heated space and thus would need to ensure all the typical standards are adhered to (fire blocking, fire caulk, insulation, electrical, life safety, proper wall construction, moisture control, etc) thus requiring an inspection.

I never thought I'd say this, but I'm now thankful for living in Davidson County. You can pretty well do what you please inside the 4 outside walls of your home here without too much hassle. When we added the addition on the front of the house to add a master bedroom suite, we had to go through the permit process. Because we were asking to add a bedroom, we had to have the health department out to review the septic, and it was only rated for 3 bedrooms. The inspector said, "I have bad news and I have good news." Bad news was that we can't have a 4th bedroom. Good news is that we can build a bonus room. So, according to the plans, we built a bonus room with two "offices" (one eventually became the walk in closet and the other is the office I'm sitting in right now). I asked him if the bonus room can have a bathroom as well and he was fine with that. I asked about a whirlpool tub in the bathroom - sure, big as you want.

Main thing is that if we go to sell the house (which we have no plans to do), we HAVE to convert one of the existing bedrooms into an "Office", "Den", etc. to sell as a 3 BR. To convert the third bedroom, we simply wall off the opening to the closet and cut in a door to the back of the closet into the bedroom next door to give it a second closet.
