Couple questions about PA insepctions

I recently moved to PA and brought a 94 Toyota Pickup with me. I have called every Toyota dealer in my area and a dozen other shops and nobody seems to have the equipment needed for testing the exhaust for an older vehicle.

The truck also failed because "the truck needs fender flairs." I know I've seen vehicles in the area that have oversized tires, so was I just targeted by the inspector, or is there some law I need to be aware of in PA?

My wife's from up that way. And every time we go to visit I see some pretty cool rides with the most hideous homemade fender flares. So I thinks it is a law up there.

What part of PA are you?
 
Fenders have to cover the tires. Same as MD. Doesn't matter what the fenders are made of. The classic test is for a patrolman to lay a qatrer against the fender and roll it down, if it hits rubber it fails.
Now that said, functionally speaking people get away w/ it all the time. You may need to just borrow something from somebody, tape 'em on, pass, then remove them.
Don't know what to tell you re: smog. in MD we have emissions tests at MVA-run places, and they have a sniffer.
