Creedmoor area engineer to evaluate live load on my upstairs floor?

So I have an issue with what I am working on in my house. When they were building my house it was supposed to be a 2-story house, but they finished the downstairs and never did any work upstairs. As such, the upstairs is now classified as attic space. My house plans say the "primary dwelling" has a 40# live load, which they are saying I need for upstairs, but the attic (limited storage) is only 20# LL so they are saying it isn't enough for habitable space and I need to have an engineer evaluate the floor.

I have no idea how to go about finding one or how much it costs. If it is going to be too expensive I'll just say fuck it. Really wish they would have just finished off the damn upstairs when they built the fucking house.
 
"Could have should have" has been the story of every client of my whole job career in Civil Design around here for the past 22 years. I learnt early that you always max out what you can do off the bat for privileges only become less and less as time goes on in every direction.

The company I work for doesn't do work in Granville county. You have to be up on top of rules and regs from municipality to municipality and we just concentrate on Wake, Johnston and Durham. That said, your best bet is to search local. Unless the odds of a structural engineer on here from Granville County???

I searched and found Jeffery J. Moss and Stonewall Structural Engineering both in Creedmoor.

My boss did mine for free as a company benefit when I added on like 15 years ago so I have no idea the cost.
 
Welp, I asked and my boss doesn't even do it anymore. Said he gave it up 6-7 years ago and let his seal go. It appears we don't even have a structural engineer in-house any more. Guess no need for one in Civil , Electrical , Mechanical or HVAC.

But Wake County there's a slew of them... I see at least 50. Wouldn't Shawn work with one???
