dodge 32 spline 70 ?

The 60 has a 9.75" ring gear and a 1-5/8" axle shaft. The 70 has a 10.5" ring gear and a 1-3/4" axle shaft.

You didn't say if the 60 is a full floater or semi. If it is a semi floater, there's no question. Swap it. If it's a full floater, it might not be worth the time and cost of the swap. It all depends on how you're going to use it and treat it. The 70 is without a doubt stronger.
 
The 60 is a full floater and yes, is already installed.
Is a powerlock a pos unit or limited?

Powerlock is a LS. Uses clutches. I prefer the welded as opposed to the LS if it's just for the trail. The 70-2u uses smaller pinion bearings than the std 70 so the only thing you are gaining is a bigger ring gear and 1/8" bigger axles. If it were me I would just buy a set of chrome moly axles for the 60 if you're worried about breaking it.
