draining gas tank

best/easiest is to run the enigne til the tank is empty.

If that's not an option, you can siphon gas out til its low, then drop the tank.

You can drop the tank when its full, just put a 2x4 between it and a floor jack and lower it down. Depending on the amount of lift, you might need to put the frame on jackstands before hand to roll the floorjack/fueltank combo out.
 
When the gas gets low it starts to run a little ragged I'm thinking there must be some water or something in the tank as long as you keep it full it runs fine. Any other thoughts?
 
Shit if you just want water out dumo a bottle of ispopropyl alcohol in the tank
 
Run it as low as you can. Find a place in the fuel line to disconnect it. Add a piece of hose and run it into a gas can, turn key on and let it run the pump till it's empty. Might even want to park it, or jack it up to where the lowest part is around the pick up area in the tank

This is assuming an electric fuel pump? I don't see this working with a mechanical fuel pump (like the 6-cylinder 87 YJ, I'm not sure what the 4-banger used).
 
Sorry was assuming it was FI.
If you had one of those cheapo puralator pumps you could do what I said still though.
