Eccentric Bearings?

Working on a mower "jackshaft" so they call it but its a spindle. I bought bearings for it and am close to rebuilding that spindle and I see these "Eccentric" looking bearings! I have not put them on the shaft yet to see if they could possibly be true. Ever seen anything like this? Both are like this, the old ones are not. Both new ones are the same with different lot numbers too.

Fafnir is Chinese pos. The good Asian bearings are nachi which is also a saying for when a bearing goes bad.
 
Fafnir was American, sold to tecktron and moved production to China then bought by timken, still produced in China

The 4 relief holes is odd to, you only need 1 to install the balls. There is no drilling or boring op for the center, so I’d question if it’s even a forged piece like it should be
