Elec meter on outside vsinside

Odd question.

The elec. meter ("head") at our house is INSIDe the basement, right where the service line comes in to go teh the box. It has a wireless transcever so they can read it from the road.

No idea why it was done this way (?)
House is getting upgraded to 200A, have the opportunity to move it out if wanted.

1 - why would they do this in the first place? Security?
2 - what's the advantage of having it outside vs inside?
 
I dunno why it's inside to begin with. Must have been a PITA back when somebody had to check it personally.

Since it's there already... not a whole lot of reason to move it. If you're considering building a detached garage or something, might be better on the outside of the house. Get a meter base that has the service disconnect and 4-6 breakers, then wire the panel in the house as a sub. When you build your garage, just run conduit to the meter base and drop in a breaker for your new branch or subpanel.
