i just bought a 12x20 building to put at my house. i have a separate electric service with a separate meter and pole. the building is going to be within 20ft of the pole and meter.
do i need a permit to tie the building to the pole? the pole does have a meter and a breaker box.
the building will also have it's own breaker box.
 
The short answer is yes. Exactly what you need depends somewhat on what jurisdiction/municipality but a permit is basically required for any construction or installation/repair of utility equipment within the state.

Wake County requires a permit for "accessory structures" with a dimension over 12'. If it needs a building permit, it would need an electrical permit. City of Raleigh requires plan review and permit and both have forms you can download and a decent amount of information available online. If the pole has power and a breaker box already, run some romex and conduit.
 
Yes. You will need a trench inspection so the inspector can make sure you buried it deep enough, among other things.

I dug at least an 8'x8'x5' hole by hand once because my employer tried to skip on the trench inspection. We had to dig the cable up at both ends and in the middle. It was a bitch to find it in the middle. The job was started by a different crew, we were just the ones there when the inspector wanted to verify the cable depth.
 
it's only going to be about 10 feet from the pole, i'm not burying it.
i can do it myself and it probably would never be questioned by anyone. shit, it takes an hour to get sheriff down our road.
our house is in granville county, our road and driveway is wake county. our house is the last house on the road and a 1/4 mile past any other houses. if you try to call the sheriff, they keep switching you between wake and granville because they are unsure which ones are supposed to respond.
 
Dig a shallow trench with a yard edged. We buried dog wire this way.
 
Is the power on at the existing pole/meter? If not it will have to be inspected before the power co. will turn it on.

If it's on I'd just hook her up as long as it's done right and your not worried about the building and contents cause insurance will not have to pay off if it burns down and no permit was pulled.
