Emergency 4wd in wagoneer

I've read over and over about these qtracs, but still confused what the emergency switch does.

This is what my jeep does:

In high range - drives great, steers great, hubs are clearly not locked.

In low range - feels like its locked in the front, binds when in a turn.

...I don't think the switch works. It just turns freely. Is it possible that the switch quit working in the locked position? If so, does it unlock automatically when in High range?
 
My understanding:
U are always in 4wd. When u firm the knob in the glove box you are locking a differential in the transfer case. That is why it feels like the hubs ate locked in.
 
Positive power to the rear and a "clutch" on the front.
