Emergency Alert System

So I'm sitting here in my home office and my son is watching Disney Junior in the other room when the required monthly test of the Emergency Alert System goes off. The voice on it is so filled with static that it's hardly recognizable that this is a test. We've had this system in place since when, like the mid 60's? You'd think with all the advancements in HDTV, media streaming, and High Definition sound over the airwaves, you'd think they could spend a buck or two to make sure THAT system freaking works right.
 
Have heard it three times this morning already on one station. All within 15 minutes.

In the event of an actual emergency, I'd like to think that the information will sound better than if it were coming from a drive-thru clown head speaker.
