I have a 98 xj classic that I bought awhile back it had an 8.25 swapped into it the problem is there's no e brake the lever is there and I see a cable underneath driver side bits just two split cable ends that look like they should be connected I believe there should be some sort of bracketry and spring for this but I'm not sure. Do I have to have an e brake to pass inspection ? How many cables are used for the e brake? There's a 3 in lift on it now but I have a 4.5 long arm kit waiting at the house will I need longer cables?

Not really sure, there is a few licensed inspectors on here. I'm sure they will chime in.

yes, you are required to have a funtioning parking brake, must be actuated by mechanical means ( lever or pedal ) and must hold the vehicle on inclne in order to pass NC State inspection.

a " Mico" hydraulic line lock ( lever or electric ) is not acceptable as a parking brake. ( not saying it can't be there, just not as primary brake source )

I understand that guess the picknpull would be the best place to get all the bracketry since that's all missing ? Will the lines be long enough for the lift? Just e brake lines not brake lines I have extended lines already

Not sure what all parts you need, but if you use the same inspection place, all the time, so they know you, sometimes they get slack on checking things.
If your a stranger, you'll get the "by the book" inspection; they never know who is undercover, or watching.

Ya that's understandable guess ill head to the junk yard and grab what I need to be on the safe side I don't wanna get no one in trouble

Ya it's an auto if I go and it doesn't pass I have something like 10 days to fix it right?
