Emissions Test for Diesels Coming in 2015?

Heard a rumor of an emissions test coming sometime in 2015 for diesels. Did a quick Google search but haven't found any confirmation yet. Not sure if it's be a sniff test or an OBD type test. Does anyone know if this is true or not?
 
Yes and no. The latest round of regulations require the use of OBD emissions diagnostics, and similar to all 96+ gas powered vehicles they will be subject to a "plug in" type test to verify full functionality. To my knowledge there will be no requirement for vehicles built before this goes into effect.

There may be some GVRW or engine gross power rating tiers that go along with the regs; I don't recall.

Crap, I was hoping to see all the Ridiculous Stacks, & Straight Pipes, Gone!

Even in california stacks are not outlawed they just have to be muffler stacks so i doubt that would happen here eventhough id like to see it happen i hate stacks and tons of black smoke , and im a diesel nut also i just build clean rigs guess i have cali to thank for that
