We have a 2002 Explorer Sport Trac with the Gawd Awful German SOHC engine.
And yes, the timing cassette is on it's way the great junkyard in the sky.
All I hear is how bad and big a job this is to fix, might as well re-build at this point.
It's still running, just getting noisy .... and noisier as time goes by.

Whats the best option for the very budget consious?
Buy used?
rebuild?
pull it and fix it put it back?
New Engine?

I don't know much about the ohc engines. Friend of mine had a 99 or 2000 with nearly 200,000 miles on it. He swapped the chain and tensioner and kept on driving it.... All I remember is you have to have the tool to hold the cams from the back.
 
You didn't mention the mileage, but if the only problem is the timing chain system than replacing them will likely be the lowest cost option. Get the Ford/Motorcraft parts, as they sound like the only reliable and quality option out there (I did some internet poking around out of curiosity).

All of the options that you listed require removal of the engine. I wouldn't put a used engine in without replacing the timing components, so that would leave you at the same point as you are now, and a rebuild sounds like overkill if there is no specific need to do so. I can't see the need to pay for a new/reman if the only problem is with your timing components.

It's an '02 Explorer, so I'd put in the absolute minimum amount of money possible while still repairing it the proper way. No need to create extra work or expense with a rebuild, etc. You're not going to get that money back when you sell it.

*sign* Nevermind *sigh*

This is the vehicle of daughter #2.
We're in Winston Salem, she's in TN in college.
She called 3 days ago and informed us the engine was toast.
Apparently the chain got so loose it knocked a hole in a cylinder wall or block wall.

Mechanic's opinion, who is family ... " It's not worth fixing"

Just. shoot. me.
