factory wheel spacer, RH side only

I found a 3.5mm wheel spacer on the RH side front of my 98 quad cab 12V Cummins Ram 4x4. I thought it was strange, it had some markings on it like THIS SIDE OUT and RIGHT SIDE and "3.5mm". I'm curious if anyone else has seen this, should there be a LH one? My Ram was previosly wrecked and fixed, I wonder if this was part of the fix.

Twas part of an old Technical Service Bulletin that addressed a brake pull to the right. Take it off if ya want and see how it acts on hard(er) braking.
