Factory Wrangler side step mounting 2004

I have some factory Wrangler side steps that have no value if I can't get them mounted to a Jeep. I have someone interested in buying them. His Jeep is a 2004. From my research I found that they changed the size of the hole in the frame in 2004 so the factory nutserts will not even work anymore. I read on JU that they switched to a u-bolt type of mount but can't find any help on that online. I called one dealer who said that you cannot buy just the hardware you have to buy the whole step kit.
Any ideas on mounting them? Where can I get some weld in inserts? Know of an online catalog for them? I even thought about getting some flanged nuts and welding them in to the frame. Think that would work?
 
You could just weld them to the frame. That's what I did recently with some stube steps on my buddys tj.
