Had mine off for two years now, no problems in S.C. either!
You can street a sandrail in both states, so why would fenders matter?

Ive driven my 78 f150 around for 3 years now with no rear fenders. It has a homemade bed that tapers from the width of the cab at the front to the width of the frame rails in the rear. I also cut the rear bumper down so it is only as wide as the frame. No problems from the law.
