Longer shackles help, so do softer springs, heavier tires, the list goes on......
usually each has its own unique side effect so it can be a little trial and error to get the setup you like.
 
Just about every option also has a negative side effect. Take a leaf or two out(sages and prematurely fatigues springs and lowers). Get the correct shackle angle according to you spring arch. Loosening your shackle bolts a full turn offroad only(chews bushings up). Pack the leaf springs with the correct type of plastic to take some friction out. There are several other things you can do, those are just some ideas.
 
pull the springs apart and clean them, paint and put some new teflon pads in there. also, use some grease between the springs

use rubber bushings on shackles versus poly bushings

remove or modify the spring "retainers" that keep the leafs straight uner each other

use multiple thin leafs versus a couple of thicker leafs for the same lift
