They're hand slicers. Try to get one on or off when there's a strand or two broken, and they'll properly fuck you up. Those ones are a lot smaller than the ones we used to use on instrumentation cables, before making our own out of nylon strap because the metal ones were causing very expensive cable damage.

And yep, electricity is involved. Fragile electricity parts.

And that long one with the turnbuckle looking thing? You can loosen that, tilt the bail of the mesh end at an angle, and lock it down.

Remember a few times going with my dad to the hardware store to plug a suspect tube or three into the tube tester. And having to turn the TV on 10 minutes before your show started so it would warm up and be able to tune in and stay on station.

We've come a long way.
 
In the equipment industry those are used to hold tension on cables and hydraulic hoses that travel over guide rollers in some applications. Usually connected to springs on the loop end.
