Overblown issue.
All she has to do is apply to the HOA to post the sign. They are pissed b/c she didn't follow the rules, not the sign.

HOAs are all about power.

I bet someone or ones on the HOA board doesn't like the sign either. I also guess she assumed the HOA would not have approved the sign.
