I dont believe that you need any permits for this. Weather balloons like that do not fall under FAA regulations.

That was pretty darn cool! I think I saw a commercial jet flying under it at one point.

I was looking at doing something similar. I was going to take my kayak off shore fishing and tow my GoPro behind it on a balloon and see if I could video some fishing action from above. Now I may just have to do that.
