hard to start then sputter

So the jeep is acting up again. ever since i purchased the jeep a year ago the starter has always sounded a little weak. Within the last week my Check Engine light came on, i took it up to advanced auto and they hooked up the OBD II and told me it was an evap problem, within the same day i went to crank it up and it failed to start, but fired right up when i turned the key the second time, and ran fine, now when i go to crank it i seem to have to hold the key for approx, 3-4 seconds and it cranks, sputters at about 400-500 rpm's then comes to life and runs normal. it sounds like the starter is winding out and then it catches and cranks, but i read on another post that some one was having a similar issue and one response was a fuel pump, i havn't noticed any odd noises when turning it off. sorry this was so long but i wanted detail so i could possible get a diagnosis. Its a 2003 wrangler 4.0 I6. manual.
