Have some paint questions

I just bought a 07 dodge and it was wreaked at some point and time my question is it had barbwire pin stripe on it (gay) I know it's off except for drivers bed some jack a cleared over it. So can I wet sand the clear down some get the stripe off then wetsand smooth and buff it out? Or just have the bed redone? I'm sure the factory clear is under the stripe at least I hope anyways

If it is a cheap clear over top of the sticker, you can try an eraser wheel. They work well for removing stickers without damaging paint.
