Help me design something...

I have a 100 dog, part GSD, Malamute, Husky, and other that needs to go for walks but pulls like a freight train. Choke collars just strangle him until he almost passes out and its horrible for him so I quit doing that. I've tried the harnesses that attach differently so it pulls him to the side but he adapts and overcomes, lol. I've tried different training methods, NONE work. Also, I have two replacement knees that are good but I can't do the 2 mile walks we were doing with him puling like he does.
So I was thinking, I need a wheeled cart with friction, or just brakes that I can harness him to so he has enough drag so it slows him down. Even something I can ride but I don't want a loud motor on it. Heck I could hook him up to my lawn mower I that's the route I was going to take. Our walk route has sidewalks the whole way so it would be on pavement at all times. He is bored to death because he is in my backyard all the time. He's not a social animal either so he can't have a pen mate. His enclosure is almost 10,000 sq ft so he has room, he just is not very active by himself.
Maybe something like a sled dog trainer but steerable with wheels and brakes.
 





I trained our boxer like this years ago. Now a 2 year old could walk him. You want them to be rewarded to come back to you and pay attention to you instead of their surroundings.

If you do get an e collar, get a good one like a Mini educator. So you can work with them on a low level that is more of a tickle than a shock. Positive reinforcement instead of negative. I never used above a 7 out of 100 on our boxer.

Had a lab mix once that would literally pull until she choked herself out... used to tie her to my truck and let her pull it back to the house (1/4 mile, relatively flat, asphalt)... 4000# and kept her nails trimmed nicely :D

@Tater/SIL uses those spikey (inside)/chain collars for their labs and works as advertised...
 
I know someone that bought their dog a treadmill off FB. Best thing they ever did she said. Dog can walk/run and usually hits 4-5 miles a day and can adjust the slope.

I wonder if you could wire the electric motor backwards and make it into a doggie generator.
