Looks more like a tour vehicle for a dirt road.
Judging by the fact it looks like a boat with wheels, I'm pretty sure that's all it is.

Looks like that thing was built for the sand dunes up in Silver Lake Michigan. Vehicles like that are very common up there, and they do have a drag strip set up in the sand.
