So I had to take the carpet out of the jeep after it sunk up on hurricane creek and when I pulled it up I noticed this behind the drivers seat

Can I just get a patch panel cut out & have the bad section replaced or am I f*cked

thats not terrible, you are far from fooked. Patch it up and rock on. While you're there, you might want to run a flat bar or piece of angle behind the rear seat mounting points. If the floor flexes a lot, that could translate into a broken seat.

Good to know how much would someone charge for this since I unfortunately can't weld.

After messing with the jeep some more it looks like the whole drivers side floor needs to be replaced someone's been in there before & put some patch panels in. They've been put in with sheet metal screws and there is a good near the accelerator pedal that blows hot air onto my foot.

You could prob just make some, doesn't look to bad. Ive seen way worse, at least your not at the fred flinstone level.
