Ve been messing with my dana 44 I put the hub nut on torqued it to 50 ft lbs then backed it off 1/4 a turn. Then I put the lock washer on. When ever I turn the rotor towards the front it tightend the hub nut up, is this normal until I put the hubs back on

Isn't there a second hub nut on top of the lockwasher, to clamp the lockwasher into the first hub nut? There should be a little roll pin in the lock washer that fits in one of the many holes in teh first hub nut. An internal tang in the lockwasher fits in a slot of the spindle.
That is how my CJ-7 D30 is setup, but I'm using D44 spindle/hub nuts.

you may not need to back off a full 1/4 turn. i usually go 1/8-1/4 turn. are you just checking how tight the bearings are when you rotate the rotor? as renegade said, put the top lock nut on and torque it, then check the rotor.

done, now that issue is fixed. now i cant get the clutch gear to go in all the way so i can fit the snap ring into the acle and put the hub cap on grrrr, any help on that?
