What size PVC pipe do i need to make them???
 
idk if I would use PVC pipe... most of the ones sold are rolled from flat, and typically HDPE... i think pipe would bust, plus it's $$$$$$.... i think the diameter is ~16" though
 
good luck finding the size you need. the size in the HDPE pipe that is used for the inserts is sold from waterworks piping vendors and comes in 40' lengths. I did know the size but right off the top of my head I think it has an OD of 16 5/8" with a 1/2" wall.

Well, i have a stick of 18" sch 40. (approx ID is 16-3/4 with about a 9/16" wall). A friend wants to cut it up and make inserts for his wheels. I am trying to find out if it will work, or if he needs 16" pipe.
 
many of the PVC inserts are split and use a small piece of sheet metal to hole it together. with the difference in size you may could use what you have and trim some out of it to get the diameter you need
