Hydro steering

I ran a stock PS pump from my Jeep (and still do) with a 2x8 ram from Tractor Supply for years without fail. I'm not going to crunch numbers mainly because I don't want to but it sounds like a pump issue to me. If you can't move the fluid then you'll have no fun. So tying in to what @Jody Treadway said, if you rev it up and it doesn't get better then you've got a pump issue, IMO.
 
I spoke with trail gear today and they also suggested rebuilding the pump.
 
Update
I pulled the steering pump off the sami and sadly found that it a super old TG pump (aluminum body) that's no longer supported. The inside of the pump had some deep scaring. Sadly....Yesterday I pulled the pump, lines, cooler, and resi off my XJ.
 
Update.....
I robbed the PSC pump off my Jeep and I made things worse. The darn thing would steer lock to lock if I had the front tires off the ground. When I let the jack down it flat out wouldnt steer. I tried a spare orbital and had the same problem.
The PSC pump had less than 5 hours of run time and had never gotten hot or made any noise.
Tonight I swapped a parts store 98 XJ pump and it steers better than ever.

I tried calling PSC and few times but now they wont answer. I sent a pretty detailed email to the tech support line and they responded back with "you should have between 12-1500 PSI"
 
How long are the arms coming off the knuckle? If it's too close to the knuckle, you don't have enough leverage.
 
The steering still didnā€™t want to go full lock with the engine running. I ended up taking apart the ram and found this. The piston could move/tilt and I assume is was letting fluid past the seal to the other side of the cylinder.
I went by Rotary Drill Service in Newton and they had the seals in stock. Hopefully this fixes my steering
