I stared at this for like 2 minutes trying to figure it out before giving up.
I think maybe it meant to be "0.1%, or 1 out of 1024 true"

Yeah, it's supposed to be 1/1024 which is like 0.0009xx but understanding numbers and grammar isn't the internet meme writer's strong point.

Check your calculator science boy. 1/1024=0.0009765625. I deal with thousandths and ten-thousandths of an inch every day. 1/1024 is just a little smaller than 1/1000 which is 0.001".
 
Apparently Excel lied to me. Yeah we'll go with that.
Goid thing i am not an engineer, just come up with things for them to do :D
