i was gunna say put a tow rope into the rim on put tension on the rim with another truck. then beat on it with a hammer....BOING!

Take chain and go through the wheel and then attach the chain to another wheel/tire. Throw the wheel/tire- the momentum should be enough to pull the wheel off the axle.

If it's a C-clip Axle, I'd have pulled the axle shaft and tossed the shaft and wheel. If it's that rusted it won't be worth a shit.
