Identify a part?

I've got an 86 E250 van and I'm going through vacuum and wiring.
Does anyone know where this cable with chain connects? It comes from a type of box that has vacuum line also coming from it.
Also, wondering where the vacuum line is supposed to connect? Maybe over to the vac. Ball? Maybe to a T I found that goes to the manifold?
I 'm checking all this because I managed to get the AC working but air comes through defogger and not vents.
I've got some vac diagrams but they are Greek to me...even with an acronym list.lol

Cruise control maybe? I've seen similar setups for cruise.

Yeah that's cruise control. Ford defaults to defrost when there's no vacuum going to the controls, find the vacuum line going to the ac and check it with a vac pump.

^^all of this. The ball and chain is a cruise control the AAC is a vacuum tube issue.

I do have a steering wheel and column with cruise. I installed the new column a few weeks ago. The column and wheel that were in it had no cruise...maybe it wasn't original either?
As far as the AC vac line...I'll check it out
