I purchased a winch panel for my '01 TJ from 12voltguy.com and I've been kicking around a few ideas as to where to mount the panel. I saw Daystar came out with a switch panel that replaces one of the AC vents for Jeep TJ's. Its supposed to be for rocker switches but I figured a little modification to the aluminum winch panel would allow it to fit on the Daystar AC panel.
Below are a few before and after pics. If anyone has any questions, feel free to ask or shoot me a PM.

Haven't seen one and Daystar didn't have an ash tray replacement on their website. Maybe another manufacturer makes one.

No one makes one that replaces the ash tray. There is a very detailed write up online about using a second stock switch panel to replace the ashtray though. In fact here is the link to it.

I have done it myself, its pretty easy but it is time consuming if you want it to look good.

I replaced my left front speaker with a panel. I think I have some pictures, Ill dig it up if I do. I have winch control, electric fan, and air compressor guage and switch. I did this back when I was less skillful, but more motivated.
