inspection question...

Why is it that you can get a dune buggy/rail buggy to pass NC safety inspection but you have to have the tires fully covered on a 4x4?
Anyone know?
 
I believe it has to do with the fact most dune buggys are base on 60's VWs and fall into a odd class when it comes to inspections. But I would be interested to know if anyone knows the true reason.

And I guess it depends on the inspection station.
 
Tires fully covered with flares or mud flaps? I would go with Burrell on what he said but also b/c it is a rec vehicle which like he said probably falls under another class. That why I live in NC but register my car in SC so I dont have to deal with that mess. I wish the 2 states would conform to some agreement to where laws are similar since they border all around here....
 
ditto, this has been talked about several times over the years and general consensus is that the tires can stick as far out as you would like.
 
Tires do not have to be covered. No mudflap or tire coverage laws in NC.
