Is it illegal to not have fenders?

I'm building a DD/Wheeler XJ but mostly wheeler. I thrashed both front fenders the other day while wheeling and I'm going to be taking them off. Is it illegal to run without fenders? I think it was 1stgenxxx I saw that had no fenders on his Yota and he was talking about getting it tagged and insured to drive. So, is it illegal to run without fenders? Thanks for the help!
 
I know that in VA and MD it is not, b/c they have rules about fender width (covering tires).
However I do not believe NC has similar laws?

I'm running 33/12.50's with no fender flares and trimmed fenders and I have been for awhile now and haven't had any trouble. It would basically be the same am I right?
 
no it is not illegal, the street rod guys don't run fenders. I had a buggy that was street legal with 37 boggers and no fenders. no problem.
 
I've never found a NC law that states anything about tire coverge. As long as you replace any lights that would've been mounted on the fender, if any, you should be good to go.

It's on an '87 XJ so no lights to replace! I'm glad I can pull them off. The fenders are absolutely trashed. Sway bar disconnects+minor fender trimming+33's = teh fail. The tires weren't harmed but the fenders took a good beating. They're coming off tomorrow!
