This cut goes pretty deep. I had a guy look at it today and he recommended not rotating the tire to the front, which is in line with what I was thinking. But, to the point, can I have it repaired? If so, where?

Gorilla Glue will hold the lug. Just be carefull not to glue the tire to the floor as it sits overnight. Dont ask me how I know this!:D Just put a brick on it to hold it down while it cures.

I would try & glue it....But I believe that tire would then become the "Spare"...my $.02

Yeah I had them rotated today, and it is now my spare. I'll give the gorilla glue a shot before I try anything more extensive.

as a spare you're ok, off road you can get by, but for running down the highway at 60, you're just asking for a tread cap separation-that makes for a really bad day real fast
