So I've got an ancient external hard drive from WD. After some research it looks like most of the SATA bridges take a crap and the drive is OK. How can I find out what bridge I need. I'd like to transfer all the old pictures to a new external drive. Thanks.

Is that a parallel IDE hard drive attached to a SATA enclosure?

That's what it says on the box. Also says it's 12 years old. I hope you can get it working again. Easiest fix might be to find an old desktop computer with an EIDE bus and plug it into that.
 
I missed the IDE part on the drive label.

If there's nothing wrong with the drive itself, a standard EIDE to USB interface adapter will likely work. You can get one for sub-$20 on Amazon; it will be an interface box/board with a wall wart that plugs into it, and cables to plug the interface box/board into the EIDE drive ribbon cable connector and power connector.

1 - buy this

2 - pull the drive out of that enclosure. Heck this might not even be necessary.
3 - disconnect that long hook up the 2x20 pin connector between the circuit and the drive
4 - hook up the long matching cable on the Vantec unit
5 - plug in USB to your PC
6 - pray this actually works, because I have no idea how you know the problem is the IDE-to-USB circuit and not the controller on the drive itself
7 - Thank your NC4x4 homeboys with lots of beer.

*8 - now hook up an old 5.25" floppy disc to your USB for some old skool 360kB goodness
