Jeep cranking issuses

Okay I'm sure y'all jeep owners know what I'm talking bout here, my jeep and every other jeep I've owned prob 20 all together most of them don't crank on the first try but always on second time spinning it over what's the issue with them?

Fuel pressure regulator on top of the fuel pump.

It let's the gas drain back into the tank after sitting for a while. Mine does it to.
