Jeep stalling out on hills.

My '94 ZJ stalls out on hill climbs. It has the 4.0 motor in it just for reference. My buddy has a hill at his house that we always climb up but you can't go over the top of it so you have to let the Jeep roll back down it. Whenever I get to the top of the hill the jeep will shut off..sometimes it won't shut off until I put the Jeep in neutral or reverse but it ALWAYS shuts off..whenever I get it back to the bottom of the hill it's pretty hard to start and takes awhile to crank. My buddie's XJ does fine on it and has never stalled out. What could be causing this?
 
Had a friends XJ doing this a while back, he pulled the unit out of the tank and found a cracked tube. He changed it out and it ran flawlessly.
 
it sounds like a fuel issue, do you drive around with the gauge hovering around the "e'?

If I fill the Jeep up more than 3/4 full the gas gauge will go crazy and jump back and forth between "e" and full, gas light comes on and everything. I also have an issue when first driving the Jeep with it bucking, stuttering, popping through the intake etc and I've always thought that it was fuel related.
 
Put a fuel pressure gauge on it. there about 30 bucks at auto zone, or take it to a shop and they can check your fuel pressure right quick. Id say the strainer pad in the tank might be clogged on one side,and your sending unit is bad. that's just guessing, but that's how ya fix stuff.

Pop ya a new fuel pump in. Its not that hard, just be clean about it.
 
MBAlbrittons former grocery getter ZJ would make the pressure requirement, but was only flowing "dribbles". New pump resolved it immediately.

I'm with the others (if pressure/flow test acceptable)... strainer (though I can't recall what it looks like on those) or softline (post-pump, pre-hardline on cartridge) cracked and bleeding pressure off...
