Jeep that shows up every now and then in the upper right corner

Every now and then there is a jeep TJ that comes up in the upper right hand corner. Its black with highlined fenders. There is snow around it also..

Anyone ever see it before or know anything about it? It looks like a DIY highline job and I would like to know how he did it..
