Jeep tj not starting

So I am having trouble getting my jeep to start after a weekend of wheeling. It is a 98 jeep tj with the 4.0 with 205k miles on it. I turn the key and the fuel pump kicks on, the starter sounds strong, but it doesn't kick over. I have to turn the key off and on like 3 times and put it in neutral and let it roll a foot before putting it in part and starting. After it starts it runs great.

"doesn't kick over" does that mean the motor is spinning and doesn't fire or does it mean the motor is not spinning? If it starts after priming the pump a few times, the pump has a faulty check valve. If the motor doesn't turn and it grinds you've got missing teeth on the flexplate.
 
The check valve could be compromised, I dented in my gas tank pretty good on the left side of TNT at gulches

Check spark. No spark, suspect crank position sensor. If you have spark, check noid pulse at fuel injector. No pulse, suspect can position sensor. Check fuel pressure. No pressure, replace pump & regulator(assembly on certain years, separate others)
